Where to report illegal gambling video poker machines?

I live in NC. There are many, many illegal video poker machines in some areas. If anyone can report these data. I contacted authorties about six months ago and no one returned my call. My daughter applied for a job in this plant. He did not say, until he was hired that this was also part of his job was usually "illegal" profits these machines, which are stuck in the cupboard behind the store.
